In line with its strategic vision of ensuring excellence, the   National Revenue Authority (NRA) is undergoing major reforms aimed at modernizing its operations to increase the effectiveness in revenue collection and improve accountability and delivery of services to the tax-paying community and the public. As a result, Management has approved internal and external recruitment to fill the underlisted job vacancies in the Estate Unit of the Administration Department, NRA.

In view of the above, both internal and external applications are invited from applicants with the relevant qualifications and experiences for the said vacant positions as follows:

1. Position: Assistant Director, Estate Unit

No. of Vacancy:   One (1)

Report to:    Deputy Director, Administration

Start date:   Effective immediately

Key Responsibilities:

The Assistant Director Estate will be responsible for the Construction, Protection and Maintenance of all NRA properties rented, leased and owned.

Qualifications and Work Experience:

Degree in Engineering, Construction or any other related disciplines.

A master’s degree in engineering will be an added advantage.
Ten (10) years of experience in reviewing and/or developing relevant Estate Policies.
knowledge in setting up and maintaining databases on estate property.
Experience in managing tenancy agreements, monitoring tenancy period as well as facilitating payment of rented or leased properties of the Authority.
Good knowledge in protection of landed properties own by the Authority as well as preventive measures against encroachment and intrusion.
Experience in safety and preventive measures on estate property owned by the Authority, including inhabited offices   and knowledge in safety requirements regarding fire and other disasters.
Experience in communication of Estate affairs for management attention and decision-making.
Experience in monitoring and assessing offices occupied by employees and other landed property owned by the Authority.
Ability to work under pressure to agree deadlines and adapt to change.
Ability to Supervise and certify refurbishment/construction projects undertaken by the Authority.
Experienced Leading and Managing Estate affairs including the performance of junior employees
Excellent interpersonal skills and ability to work in a diverse team.
Strong experience in engaging with multiple stakeholders and development partner co-ordination.
Ensuring discreet handling of business and ability to handle confidential and sensitive materials.

Key Competencies:

Excellent Knowledge of real estate principles, practices, markets and values.

Expert knowledge in the concepts, principles, theories and methods used in the measurement or determination of land boundaries, distances, elevations, areas, angles and other features of the earth surface, including the design and analysis of complex structures using a variety of materials.
Expert knowledge in identifying and analyzing problems, weighing the relevance and accuracy of information, generating and evaluating information, making recommendations and holding self and others accountable for measurable high-quality, timely, and cost-effective results.
Works cooperatively with others, inside and outside the organization, to accomplish objectives to build and maintain mutually beneficial partnerships, leverage information, and achieve results.
Expert Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance.
Thorough in performing work and conscientious about attending to detail
General knowledge of the NRA Act 2020 and other policies relating to the Authority’s operation.
Excellent written and Communication Skills in English.
Analytical Skill.

2. Position: Manager, Estate Unit

No. of Vacancy:   One (1)

Report to:    Assistant Director, Estate Units

Start date:   Effective immediately

Key Responsibilities:

The Manager, Estate will be responsible for the Construction, Protection and Maintenance of all NRA properties rented, leased and owned.

Qualifications and Work Experience:

Degree in Engineering, Construction or any other related disciplines.
A master’s degree in engineering will be an added advantage.
Eight (8 ) years of experience in  reviewing  and/or developing  relevant  Estate Policies
knowledge in setting up and maintaining databases on estate property.
Knowledge in protection of landed properties owned by the Authority as well as preventive measures against encroachment and intrusion.
Knowledge in safety and preventive measures on estate property owned by the Authority, including inhabited offices and knowledge in safety requirements regarding fire and other disasters.
Experience in monitoring and assessing, including routine checks of offices occupied by employees and other landed property owned by the Authority.

Key Competencies:

Good Knowledge of real estate principles, practices, markets, and values.

Formulate objectives and priorities and implement plans consistent with the long-term interest of the authority.
Good knowledge of the concepts, principles, theories, and methods used in the measurement or determination of land boundaries, distances, elevations, areas, angles, and other features of the earth’s surface, including the design and analysis of complex structures using a variety of materials.

Result-oriented and capable of working under pressure.
Ability to communicate effectively both orally and in writing.
Knowledge and hands-on experience in the use of computer applications (MS Word, MS Excel, MS. PowerPoint).
General knowledge of the NRA Act 2020 and other policies relating to the Authority’s operation.
Ability to work as a Team.

3. Position:  Supervisor, Construction and Evaluation

No. of Vacancy:   One (1)

Report to:    Manager, Estate Units

Start date:   Effective immediately

Key Responsibilities:

The Supervisor, Construction and Evaluation will be responsible for working under the direct supervision of the Estate Manager in directing and supervising the construction, repairs, and alteration of building structures, including interior and exterior renovations. The Construction Supervisor assists in planning, developing estimates, and implementing the phasing required to accomplish the assigned project. 

Qualifications and Work Experience:

Degree in Engineering, Construction or any other related disciplines.
A Master’s degree in engineering will be an added value.
knowledge in setting up and maintaining databases on estate property.
Knowledge of Estate and in-house construction Projects Management.
Ability to Develop a competent construction workforce.
Knowledge of Monitoring of supplies and usage of materials.
Ability to Prepare estimates for construction costs.

Key Competencies

Knowledge of the principles, practices, and methods used to determine, estimate, and analyze costs, including determining life cycle costs, application of cost models, and evaluation of cost realism.
Ability to seek or collect and synthesize information from a variety of stakeholders and sources in an objective, unbiased manner to reach a conclusion, goal, or judgment, and to enable strategic and leadership decision-making
Ability to Determine objectives, set priorities, and delegate work. Accepts responsibility for mistakes. Comply with established control systems and rules.
